I. ORGANIZATION RULES

A.  Eligibility
Boys who turn the age of 5 before April 30th, up to teenage boys who do not turn 19 before April 30th, residing in the towns of Stratford, Laurel Springs, Somerdale, Hi-Nella and Magnolia are eligible for League play. Girls who turn the age of 5 before January 1st, up to teenage girls who do not turn 18 before January 1st, residing in the towns of Stratford, Laurel Springs, Somerdale, Hi-Nella and Magnolia are eligible for League play. A child who belonged to the organization but has moved is still eligible as long as there is no break in their registrations with the organization.

B.  League Format
Based on registration, Athletic Directors will determine the number of teams for each League. Tryouts and draft will occur each year to create equity among the teams and accounting for players' ability. .

C.  Team Managers and League Commissioner Selections
Members interested in becoming a Manager of a team or a commissioner of a league must submit their request at registration. Athletic Directors coordinate applicants and submit to the board for a vote on the selection of Team Managers and League Commissioners. Managers and Commissioners are notified by Athletic Directors after the Board’s final approval.

D.  Selection of Players
All players assigned to league teams and selected in the draft must be officially registered during annual registration or by a board member. Managers receive a list of children and observe their capabilities for their league on the day of tryouts. Any children wishing to "play-up" (participate in a league above their normal age group), must contact the Athletic Director and must tryout with both leagues. The managers of the "play-up" league will determine eligibility. Play-up players are not included with their last year team the following year when there is no redraft. They will be placed in their appropriate age group and redrafted in the subsequent year. A child may be kept in a lower league if the Managers determine it is in the best interest of the child and the child’s parent/guardian agrees. The pool of children is then determined for team selections.

E.  Selection of Teams
Only the Manager or their representative, if they cannot attend, will be allowed to be at the draft proceedings. Athletic Director states criteria for league draft based on numbers of children by age group, Manager/coaching situations, and other factors. The objective is to keep the teams as equal as possible and to adhere to legitimate request of parents and sponsors. Prior to starting selection, managers agree upon pools of players per round in each age group. There is to be one more first round player than the number of teams in that league. If a player is playing down a league they are included with the older age players. If a player is playing up they are slotted with the age above them. (ex. 11’s with 10’s and 8’s with 9’s). Drafting order will be determined via random selection of numbers. In a Non Redraft league, due to possible returning player moving up a league, that team will have first pick in draft. If more than one team is involved drafting order will be determined via random selection of numbers of those teams losing players. Managers/coaches sons/daughters are taken in the round they were slotted in the draft as agreed upon by the managers regardless of draft order. If manager and coaches sons/daughters are of similar talent (same round players), that manager must select a player for his next available round from the last slotted players in that age group. (Ex. if both players are 1st round picks, and there are 5 rounds of players for that age group. The manager must select a player from the fifth round for their 3rd round pick, since one of the first round players will be used for their second round pick.). The draft will be made one age group at a time starting with the older age group. It will proceed in a serpentine manner, any player from the pool remaining after each manager receives a selection in the round, automatically drop to the next round of players. Drafting continues until even numbers of players are picked in that age group. Any odd number of players will be dropped to a final round. Once selection for each round begins, only the players included in that round pool can be selected. In a Redraft league, the team with the first pick in the older age group will pick last in the younger age group. In leagues with 3 age groups, the draft order for the youngest age group will be determined via random selection of numbers. The draft order for the final mixed round of odd number players will be a continuation of the draft order for the younger/youngest age group. The Athletic Director will place late registrations on teams once the draft has been completed. A list of eligible players for call-ups will be provided by the Athletic Director in each league. Called up players mst be age appropriate. For example, in Girls Minors, 9 year olds may play up in Girls Majors. In Boys AA, 8 year olds may play up in AAA. Call ups may ONLY be used when the team roster falls below 9 (boys leagues) or 10 players(girls leagues). Call ups may not take playing time away from regularly rostered players. Callups may not pitch or catch, and must be last in the batting order. Those selected as call ups by the Athletic Directors will be given equal opportunity to play if and when needed. Call ups are ineligible when the game time conflicts with their original team's schedule.

F.  All Star Day Selections
The Board of Directors will determine on an annual basis the number of players selected as well as the game play format.

G.  Babe Ruth Tournament Team Selections
The board will select the Manager for each Tournament Team. The Tournament Team Manager will select their 2 coaches and scorekeeper. The Manager will pick their players for their tournament team. Input of the other coaches of the league and the board will be used as criteria for the selections. All entries into an invitational tournament by league players must be approved by the board.

H.  Playoffs
Each leagues playoff will be a tournament format with all teams in the league included.  Regular season standings will determine the seed.   Boys AA and Girls Minors will determine playoff seeds by a second random draw, drawn in reverse order of draft picks.  Ties will be broken first by head to head regular season records and then by coin flip. The double elimination format will be scheduled by the Athletic Director with the regular season schedule. The highest seeded team in each game will be home team unless the same two teams are playing 2 games in a row.  All play-off games must go at least 6 innings unless the home team is ahead after 5 1/2 innings, 10 run rule is in effect after 4 complete innings. Pitchers may pitch a maximum of 9 innings per calendar week. No more than 3 innings per game. To be eligible for town playoffs, a player must have played in at least one half (1/2) of his teams scheduled league games prior to the start of the playoffs. (When an odd number of games are involved, the player receives the benefit.). If a player is unable to meet the above due to injury or illness, the board shall rule on a case by case basis.

6 Team League Playoff Format

5 Team League Format

I.  Game Times, Lengths and Scheduling
The official starting time for all games shall be 6:00 p.m., however games may start earlier upon agreement between both managers and the presence of an umpire. All times for Saturday games shall be decided by the league involved if time is not on schedule. Forfeit time will be no later than one-half hour after scheduled time. Double Headers: No team shall start an at bat after 8:00 p.m. regardless if it is in the middle of the inning when a second game is scheduled. When the clock strikes 8:00 p.m. the team batting completes their at bat. Single Games: No inning shall start after 8:20 PM for all games played Monday thru Thursday. All Friday night games can be played until completion, or 10:30pm (lighted fields), which ever comes first. Umpires watch shall be the official time piece or other watch by agreement prior to the start of the game. Once a game begins, the Umpire will determine the end of game play due to darkness or weather. In the event lightning is observed by the umpire, the game is automatically postponed for 20 minutes. During that time, all players must clear the field and dugouts. If after 20 minutes, lightning has not been observed, the game will be resumed. An official game for the leagues will be four (4) innings or three and one-half innings if the home team is ahead. Any league game shall be terminated once becoming official if one team is ahead by 10 or more runs and has equal times at bat or the home team is leading. Tie games not completed within allotted time will be resumed when both teams are scheduled to play each other again upon agreement between the managers. The game shall resume action at the point of termination. The game is over when a team is leading after a completed inning as long as it is an official game (4) innings. Official games ending in a tie stand as a tie (playoff games excepted; they must continue until there is a winner). Premature ending of an official game - once an inning is started it must be completed. The completion of that inning only shall be continued at the point of termination, the next time the teams play or by agreement of the managers. Premature ending of an unofficial game - the game will be continued from the point of suspension until the game becomes official the next time the teams play (4 innings).

II.  LEAGUE RULES - Boys Major (11-12) A.  Home Team Manager Responsibilities

Home team bears the responsibility for the playing conditions of the field. They shall:

·  Have all baselines marked. Have the batter box marked, lined, and leveled.

·  Level and fill in any holes on the pitchers mound before and after game.

·  Provide base bags on the field and insure that they are secured and inserted properly.

·  General cleanup of field and dugouts after the game.
The home team is to provide the umpire with 2 new, unused balls to start the game. The home team is also responsible for the cancellation of a game due to weather and/or field conditions, prior to the start of the game. Home team Manager must reschedule game within 48 hours and play within 2 weeks. If no agreement is reached, the commissioner will decide the makeup date. The home team must also secure and lock all equipment buildings and/or boxes after the game. Home team manager will be responsible for all equipment such as liners, bases, etc. They are to be returned to the clubhouse or equipment box for that field after the game. Lock all boxes!

B.  Pre Game
The home team shall have the practice field until 5:40 p.m. at which time the visiting team will take the field until 5:55pm. If the visiting team arrives at the field earlier than the home team, they may start practice. However, the field is to be turned over to the home team as soon as they are prepared to start practice. Prior to game both Managers will meet with Umpire to explain field ground rule s. Each team cannot field more than three lower league members per team (call-ups). If there are enough regular players, call-ups cannot start, cannot play more than regular team members, cannot pitch and must bat last in the lineup.

C.  Batting /Fielding
Every child playing on a town team must have one (1) turn at bat in each complete cycle of the batting order. The same batting order must be maintained with all players regardless of whether the player is playing the field or on the bench. In the event of a player leaving the game as a result of injury or discipline, that player’s position in the order is skipped without penalty to the team. If the same player returns to the game in a later inning, he must enter the batting order in his original position. Each player must play a minimum of three (3) innings in the field. The only exception of this rule is an interrupted official game. No player will sit out two consecutive innings on the bench. Any player (s) arriving for play after the start of the game is inserted at the bottom of the batting order. If a player inadvertently throws a bat on a pitched ball, he will be given one warning by the umpire. Upon the next occurrence (in the same game), he will be considered out by the umpire and will be recorded as a strike-out. If a batter hits the ball in play and inadvertently throws a bat, the umpire, if it is the second occurrence in the same game, will call the play dead. The runners will return to their bases and the batter will be considered out on strike-out. Injured or disciplined players at the start of the game, but present in uniform, is not subjected to the above rules, provided this is called to the attention of the opposing manager and umpire before the game starts and is agreed upon by same.

D.  Pitching Rules
A pitcher may pitch a maximum of three innings per game and six innings per calendar week (calendar week defined as Monday through Sunday). This applies to when games are actually played not when scheduled. Non-compliance of this rule results in a forfeit. Manager cannot stop play to confer with the same pitcher twice in one inning without replacing pitcher. If a pitcher hits three batters in one inning they must be replaced that inning. If they hit five in one game they are removed from pitching that entire game. An 11 year old must pitch at least 1 inning per game (3 outs or 4 batters in an inning). An 11 year old must catch at least 1 inning per game. Non-compliance of this rule results in a forfeit a 10 year old drafted on the team will be considered as an 11 with respect to this pitching rule).

E.  Base Running Rules
Stealing is permitted on all bases. Base runners may not leave the base until the ball crosses the plate. All overthrows are live balls; base runners can advance at their own risk. One base is awarded on an overthrow that leaves the field of play. If runner is more than half way down the baseline at the time the ball leaves the field of play, he is awarded the base he was headed toward and one more. If less than half way, the runner is awarded only the base he is headed toward (Umpires discretion). At the discretion of the umpire, any runner is out when the runner fails to slide or attempts to avoid contact with a fielder on a close play at any base to prevent injury to any player. If, in the umpire’s opinion, a player initiates contact maliciously, that player is to be ejected from the game. With two outs, a courtesy runner should be put into the game for any catcher or pitcher on base. The runner must be a substituted from the bench by the player who made the last out in the inning. When a fielder fakes a tag without having the ball on an advancing or returning runner, it can be ruled unsportsmanlike conduct. The runner is awarded a one base. Second offense: ejection from game.

F.  Safety
All players must wear flap helmets when batting, base running and coaching.  All catchers must wear helmets with throat protectors and supporters with cups when catching. If a player is warming up a pitcher during a game, the catcher must wear a mask. A coach or player with glove and also wearing a helmet must protect the two players warming up. Only 1 player at a time allowed outside of the dugout. An additional player may be outside the dugout only if they are coaching first or third base. Only 1 player in batters box with a bat at one time. Only the participating players, a maximum of two coaches, and the manager are allowed on the playing field. Only the manager or 1 coach is permitted outside the dugout when their team is in the field. They should confine themselves within the vicinity of the dugout, about three feet from the opening when ball is in play. Only rubber / non metal cleats can be worn.

G.  Umpiring/Protests
An umpire’s judgment decision is not to be disputed. The umpire shall give a one-minute warning to the manager who continues to dispute the judgment decision. Should the manager not be prepared to play ball after the warning, the umpire may call a forfeit by the manager in violation. Should there be a protest made by a manager involving an interpretation of a rule, such a protest must be announced to the umpire-in-chief before the next pitch is made. A written report of the protest must be submitted to the league commissioner with a copy to the commissioner of the umpires, within 24 hours to be valid. All decisions regarding protests will be made by an impartial protest committee appointed by the Athletic Director and commissioner of the respective league.  The Athletic Director will chair the protest committee.

H.  Misconduct
If a player deliberately throws equipment during a game, there will be no warning; instead the player will be automatically ejected. Managers will be held responsible for the conduct of players on the playing field. The plate umpire should notify the league commissioner of any disciplinary action taken. If a player, coach or manager is ejected from a game he is suspended for the next game also and will be subject to further disciplinary action at the discretion of the board. All discipline cases shall be reported by the manager to commissioner of that respective league within 48 hours. Any player, who is suspended, is suspended for the next game played and that game must be an official game. The player must be at the game for which he is suspended, in uniform and in the dugout, but may not take part in any capacity for the penalty to take affect. The all-star game does not apply. Managers should take charge in situations of abusive fans. Notify the umpire, stop the game until the fan has left or discontinued their actions. In no way should a Manager be confrontational to a fan, if needed the police can be called to subdue an aggressive fan.

I.  Post Game
It shall be the responsibility of the winning team to inform the commissioner of the game score within 24 hours. In case of a tie, it will be the home team’s responsibility. All score books must be signed by the umpire. The commissioner will make a periodic report on the standings and events to the Athletic Director which will be announced at general membership meetings.

PLAYING RULES

The interpretation of playing rules shall be that as defined by Stratford Athletic League SAO (Official Baseball Rules), with the exception of the following special league rules:

 

BAT RULE

Bat Size:

2 1/4  Which is in  compliance with Babe Ruth Tournament Rules.

 

SLIDE RULE

11U and Above: No contact rule

 

DESIGNATED HITTER (DH)

No designated hitter is to be used.

 

DEFENSIVE SUBSTITUTIONS

Bat entire lineup - Unlimited defensive substitutions.

 

BALKS

 We will issue one warning per pitcher per game at 11U and 12U throughout the season.

 

PROTEST OPPORTUNITIES

There will be no formal protests permitted to the League. All decisions will be determined on the field by the umpires. Managers will be asked to submit rule discrepancies to the League for further review. In the turn, the League will communicate to all teams for clarification purposes.

 

DROPPED THIRD STRIKE

When a third strike is called, or is swung at and missed and the catcher does not make a legal catch, the batter may attempt to reach first base if it is unoccupied when there are less than 2 outs, or even when it is occupied when there are 2 outs. If the bases are loaded with 2 out and the catcher does not make a legal catch of a third strike, a force play goes into effect because the batter has now become a runner. The catcher may step on home plate to force out the runner from third or tag the batter or throw to any other base.

During the early part of a season, a game can be considered a complete game if called early on account of darkness. This must be agreed upon by both teams prior to the start of the game.

A mercy rule will be imposed:

12U and Below: 10 runs after four complete innings

5 run per inning rule

Bunting is permitted after May 1. A team can not bat anymore players in one inning than exist in the line-up. If one team has more players than the other, the higher number of players is the maximum allowed sent to bat in any inning by either team (no run limit). Only exception is the inning can not end on a walk. The manager must announce to umpire when the last batter comes up in an inning, the umpire will declare two outs and played will be conducted as two outs in the inning. If the manager fails to inform umpire of the last batter, the play and runs scored because of the last at bat will be nullified and the inning is over. The sixth inning only has no limit, the inning continues until 3 outs are made.

D.  Pitching Rules

Non-compliance of this rule results in a forfeit (for the 2003 season, an 8 year old drafted on the team will be considered as a 9 with respect to this pitching rule).

Stealing is limited to 3 per inning until May 1st. Stealing is permitted on all bases except for home. Runners can advance on overthrows from catcher on steals. Base runners may not leave the base until ball crosses the plate. All overthrows are live balls, base runners can advance at their own risk. One base is awarded on an overthrow that leaves the field of play. If runner is more than half way down the baseline at the time the ball leaves the filed of play, he is awarded the base he was headed toward and one more. If, less than half way, the runner is awarded only the base he is headed toward (Umpires discretion). Sliding into 1st Base is illegal. 5-run rule per inning, until last inning, determined by umpire and/or managers, then it is unlimited runs until 3 outs are made

IV. LEAGUE RULES - Boys AA (7-8)

The SAO Board of Directors agreed to adopt the following changes for the 2005 Baseball/Softball season for the Boys AA and Girls Minors programs only.  The 2005 rule changes will supersede any rules listed under this section where applicable.  The purpose of these rule changes are to (1) develop a “position rotation” of not having the same players playing the same positions every game and (2) lessen the importance of winning and losing during the regular season while insuring that all the players get an equal opportunity to develop and round out their baseball and softball skills.

 

Rule Change Summary:

No Regular Season standings will be kept. No Playoffs (2009)

All-Star team match-ups will be determined by team draft order

All players will be rotated into the infield and outfield during the course of every game, during regular season and playoff games

 

Expanded Rule Changes:

1) No Regular Season standings will be kept, and teams regular season won-loss records will not be recorded or used for any purposes related to regular season standings or playoff seeding.  All regular season games will be played in the same manner as in past seasons in regards to keeping score, recording outs, and determining a winning and losing team for each game. No Playoffs. Season expanded for additional game play (2009).

2) Team drafting order is selected at random prior to the season.

3) For the purpose of selecting All-Star team match-ups, the original team draft order will again be used to determine which teams play together.  In an odd numbered league, the team which had the last selection in the 1st round of the oldest age group will be considered the lowest ranked team, and will have their all-star players equally divided between the two all-star teams in the normal manner.

All players will be rotated into both the infield and outfield during the course of every regular season and playoff game.  Each player will:

play a minimum of 4 innings per 6-inning game

will play a minimum of 2 innings in the infield and no more than 4 innings in the infield for a 6 inning game

play at least 1 inning in the infield by the fourth inning

no player will sit 2 consecutive innings on the bench

 

Additional Rule Changes in effect for 2009:

    • Coach pitch for first half of season. After mid point kids pitch for (2) innings. (4) walks or (2) hit batters per inning (6 total pitches by coach, NO walks only hits or strike out) if this is reached, Coach pitches remainder of inning.
    • Must have catcher behind plate (this is a must).
    • Coach must pitch in circle around mound and must pitch over hand with a full wind up.
    • Player (pitcher must have at least one foot inside circle).
    • Dead Zone 5 foot from in front of home plate. If ball rolls dead or if it is played inside Dead Zone it is a Foul ball.  Play is dead a fielder has control of ball in the infield this is at the Umpire’s digression. All other rules apply.
    • No extra bases on over throw to first.
    • Throws to other base, ball is live and can advance at own risk. Umpire will let play continue to its end and determine whether runner gets base or goes back. EXAMPLE: base hit to left field, runner on first rounds second going to third, fielder throws to short stop, short stop will have chance to make a play on the runner at third or second or tag out, when runner reaches base play will be called dead.

A.  Home Team Manager Responsibilities
Home team bears the responsibility for the playing conditions of the field. They shall:

·  Have all baselines marked.

·  Lime a halfway point between all base paths.

·  Have the batter box marked, lines, and leveled.

·  Lime a circle around the mound area. This is dead ball area.

·  Provide base bags on the field and insure that they are secured and inserted properly.

·  General cleanup of field and dugouts after the game.

Set up pitching machine, with wheel above rubber set from 35 to 38 mph as agreed by both coaches. The home team is to provide the umpire with 2 new, unused balls to start the game. The home team is also responsible for the cancellation of a game due to weather and/or field conditions, prior to the start of the game. Home team Manager must reschedule game within 48 hours and play within 2 weeks. If no agreement is reached, the commissioner will decide the makeup date. The home team must also secure and lock all equipment buildings and/or boxes after the game. Home team manager will be responsible for all equipment such as liners, bases, etc. They are to be returned to the clubhouse or equipment box for that field after the game. Lock all boxes!

B.  Pre Game
The home team shall have the practice field until 5:40 p.m. at which time the visiting team will take the field until 5:55pm. If the visiting team arrives at the field earlier than the home team, they may start practice. However, the field is to be turned over to the home team as soon as they are prepared to start practice. Prior to game both Managers will meet with Umpire to explain field ground rule s. Each team cannot field more than three lower league members per team (call-ups). If there are enough regular players, call-ups cannot start, cannot play more than regular team members, cannot pitch and must bat last .

C.  Batting /Fielding
Every child playing on a town team must have one (1) turn at bat in each complete cycle of the batting order. The same batting order must be maintained with all players regardless of whether the player is playing the field or on the bench. In the event of a player leaving the game as a result of injury or discipline, that player’s position in the order is skipped without penalty to the team. If the same player returns to the game in a later inning, he must enter the batting order in his original position. Batter receives up to 6 pitches from machine, unless they strike out or put the ball in play. If the sixth pitch is fouled off, batter remains unless the ball is caught. The machine is not to be adjusted for individual batters. No Bunting. If ground ball hits machine or fly ball lands in circle it is an automatic single and players move up one base. This is for safety reasons. The umpire must keep players away from machine. If a fielder goes into a dead ball area to get a live ball, play is considered dead and runners advance a base. Each player must play a minimum of three (3) innings in the field. The only exception of this rule is an interrupted official game. No player will sit out two consecutive innings on the bench. 10 players are in the field. The extra player must be in the outfield; Left, Left center, Right and Right center. No short fielder to cover second base. The pitcher is positioned slightly behind the machine on either side. Any player (s) arriving for play after the start of the game is inserted at the bottom of the batting order. If a player inadvertently throws a bat on a pitched ball, he will be given one warning by the umpire. Upon the next occurrence (in the same game), he will considered out by the umpire and will be recorded as a strike-out. If a batter hits the ball in play and inadvertently throws a bat, the umpire if it is the second occurrence in the same game will call the play dead. The runners will return to their bases and the batter will be considered out on strike-out.    Injured or disciplined players at the start of the game, but present in uniform, is not subjected to the above rules, provided this is called to the attention of the opposing manager and umpire before the game starts and is agreed upon by same. 5 Run rule per inning. More than 5 runs can be scored in an inning if more than 1 run on scored during the last batter.

D.  Pitching Rules
Pitching Machine. Umpire feeds balls into machine.

E.  Base Running Rules
Base runners must stay on base until contact is made with ball. If the base runner leaves the base on a missed or no swing, the umpire can call the base runner out. Runners may not advance on an overthrow from one INFIELDER to another INFIELDE R. One base is awarded on an overthrow from the outfield to the infield if the ball goes out of play. Runners can advance on throws from outfield. The ball is dead when the ball breaks the plane of the infield or touches an infielders glove. If the runner is no more than half way down the baseline when the ball is controlled by an infielder, catcher or pitcher in the infield, the runner must return to the previous base. A play can be made on the base runner if they are advancing or trying to return to base with no penalty for overthrowing the base. A runner can not be considered out if the umpire told them to return to a base. No Stealing. No Infield Fly Rule. Any runner is out when the runner fails to slide or attempt to avoid contact with a fielder on a close play at any base to prevent injury to any player. If, in the umpire’s opinion, a player initiates contact maliciously, that player is to be ejected from the game. With two outs, a courtesy runner should be put into the game for any catcher on base. The runner must be a substituted from the bench by the player who made the last out in the inning. When a fielder fakes a tag without having the ball on an advancing or returning runner, it can be ruled unsportsmanlike conduct. The runner is awarded a one base. Second offense: ejection from game.

F.  Safety
All players must wear flap helmets when batting, base running and coaching. All catchers must wear helmets with throat protectors and supporters with cups when catching. Only 1 player at a time allowed outside of the dugout. An additional player may be outside the dugout only if they are coaching first or third base. Only 1 player in batters box with a bat at one time. Only the participating players, a maximum of two coaches, and the manager are allowed on the playing field. Only manager or 1 coach is permitted outside the dugout when their team is in the field. They should confine themselves within the vicinity of the dugout, about three feet from the opening when ball is in play. Keep players away from Machine.

G.  Umpiring/Protests
An umpire’s judgment decision is not to be disputed. The umpire shall give a one-minute warning to the manager who continues to dispute the judgment decision. Should the manager not be prepared to play ball after the warning, the umpire may call a forfeit by the manager in violation. Should there be a protest made by a manager involving an interpretation of a rule, such a protest must be announced to the umpire-in-chief before the next pitch is made. A written report of the protest must be submitted to the league commissioner with a copy to the commissioner of the umpires, within 24 hours to be valid. All decisions regarding protests will be made by an impartial protest committee appointed by the Athletic Director and commissioner of the respective league.  The Athletic Director will chair the protest committee.

H.  Misconduct
If a player deliberately throws equipment during a game, there will be one warning. The second offense the player will be automatically ejected. Managers will be held responsible for the conduct of players on the playing field. The umpire should notify the league commissioner of any disciplinary action taken. If a player, coach, or manager is ejected from a game he is suspended for the next game also and will be subject to further disciplinary action at the discretion of the board. All discipline cases shall be reported by the manager to commissioner of that respective league within 48 hours. Any player, who is suspended, is suspended for the next game played and that game must be an official game. The player must be at the game for which he is suspended, in uniform and in the dugout, but may not take part in any capacity for the penalty to take affect. The all-star game does not apply. Managers should take charge in situations of abusive fans. Notify the umpire, stop the game until the fan has left or discontinued their actions. In no way should a Manager be confrontational to a fan, if needed the police can be called to subdue an aggressive fan.

I.  Post Game 
It shall be the responsibility of the winning team to inform the commissioner of the game score within 24 hours. In case of a tie, it will be the home team’s responsibility. All score books must be signed by the umpire. The commissioner will make a periodic report on the standings and events to the Athletic Director which will be announced at general membership m meetings.

V. LEAGUE RULES - Girls Majors (10-11-12)

A.  Home Team Manager Responsibilities
Home team bears the responsibility for the playing conditions of the field. They shall:

Provide the umpire with 2 new, unused balls to start the game

Have all baselines marked.

Have the batter box marked, lines, and leveled.

Level and fill in any holes on the pitchers mound before and after game.  Draw 12’ circle. 

Provide base bags on the field and insure that they are secured and inserted properly.

General cleanup of field and dugouts after the game.

The home team is also responsible for the cancellation of a game due to weather and/or field conditions, prior to the start of the game. Home team Manager must reschedule game within 48 hours and play within 2 weeks. If no agreement is reached, the commissioner will decide the makeup date. The home team must also secure and lock all equipment buildings and/or boxes after the game. Home team manager will be responsible for all equipment such as liners, bases, etc. They are to be returned to the clubhouse or equipment box for that field after the game. Lock all boxes and blockhouses!

Any player (s) arriving for play after the start of the game is inserted at the bottom of the batting order.

If a player inadvertently throws a bat on a pitched ball, she will be given one warning by the umpire. Upon the next occurrence (in the same game), she will considered out by the umpire and will be recorded as a strike-out.

If a batter hits the ball in play and inadvertently throws a bat, the umpire, if it is the second occurrence in the same game, will call the play dead. The runners will return to their bases and the batter will be considered out on strike-out.

Injured or disciplined players at the start of the game, but present in uniform, are not subjected to the above rules, provided this is called to the attention of the opposing manager and umpire before the game starts and is agreed upon by same.

Bunting is permitted though limited to 2 per inning.

5 run rule per inning. There will be NO continuation rule, allowing more than 5 runs to be scored in an inning.  If, on a hit, more than 5 runs can/will score, allow play to continue until stopped by team in field.  Once play is stopped, scorekeepers will reconcile their books so that only 5 runs are recorded that inning (unless last inning is called, then unlimited runs are allowed).

 

D.  Pitching Rules

A pitcher may pitch a maximum of three innings per game. Non-compliance of this rule results in a forfeit. Rubber will be 40 feet from plate for the season. Manager cannot stop play to confer with the same pitcher twice in one inning without replacing pitcher A younger player (10 or 11 year old) must pitch at least 1 inning per game (3 outs or 5 runs in an inning). Non-compliance of this rule results in a forfeit. If a pitcher hits three batters in one inning they must be replaced that inning. If they hit five in one game they are removed from pitching that entire game.

 

E.  Base Running Rules

Stealing is permitted on all bases including home. Limited to 5 per inning.

Base runners may not leave the base until ball crosses the plate.

No advancing on overthrows from catcher on steals. All overthrows (except from catcher on steals) are live balls; base runners can advance at their own risk.

One base is awarded on an overthrow that leaves the field of play. If runner is more than half way down the baseline at the time the ball leaves the filed of play, she is awarded the base she was headed toward and one more. If, less than half way, the runner is awarded only the base she is headed toward (Umpires discretion).

Any runner is out when the runner fails to slide or attempt to avoid contact with a fielder on a close play at any base to prevent injury to any player. If, in the umpire’s opinion, a player initiates contact maliciously, that player is to be ejected from the game.

With two outs, a courtesy runner should be put into the game for any catcher or pitcher on base. The runner must be a substituted from the bench by the player who made the last out in the inning.

When a fielder fakes a tag without having the ball on an advancing or returning runner, it can be ruled unsportsmanlike conduct. The runner is awarded a one base. Second offense: ejection from game.

If a player is warming up a pitcher during a game, the catcher must wear a mask. A coach or player with glove and also wearing a helmet must protect the two players warming up. Only 1 player at a time allowed outside of the dugout. An additional player may be outside the dugout only if they are coaching first or third base. Only 1 player in batters box with a bat at one time. Only the participating players, a maximum of two coaches, and the manager are allowed on the playing field. Only manager or 1 coach is permitted outside the dugout when their team is in the field. They should confine themselves within the vicinity of the dugout, about three feet from the opening when ball is in play.

VI. LEAGUE RULES - Girls Minors (7-8-9)

2005 Rule Changes

The SAO Board of Directors has agreed to adopt the following changes for the 2005 Baseball/Softball season for the Boys AA and Girls Minors programs only.  The 2005 rule changes will supersede any rules listed under this section where applicable.  The purpose of these rule changes are to (1) develop a “position rotation” of not having the same players playing the same positions every game and (2) lessen the importance of winning and losing during the regular season while insuring that all the players get an equal opportunity to develop and round out their baseball and softball skills.

 

Rule Change Summary:

No Regular Season standings will be kept

All-Star team match-ups will be determined by team draft order

All players will be rotated into the infield and outfield during the course of every game, during regular season and playoff games

 

Expanded Rule Changes:

1) No Regular Season standings will be kept, and teams regular season won-loss records will not be recorded or used for any purposes related to regular season standings or playoff seeding.  All regular season games will be played in the same manner as in past seasons in regards to keeping score, recording outs, and determining a winning and losing team for each game. No Playoffs. Season expanded for additional game play (2009).

2) Team drafting order is selected at random prior to the season.

3) For the purpose of selecting All-Star team match-ups, the original team draft order will again be used to determine which teams play together.  In an odd numbered league, the team which had the last selection in the 1st round of the oldest age group will be considered the lowest ranked team, and will have their all-star players equally divided between the two all-star teams in the normal manner.

All players will be rotated into both the infield and outfield during the course of every regular season and playoff game.  Each player will:

play a minimum of 4 innings per 6-inning game

will play a minimum of 2 innings in the infield and no more than 4 innings in the infield for a 6 inning game

play at least 1 inning in the infield by the fourth inning

no player will sit 2 consecutive innings on the bench

4-run rule per inning, until last inning, determined by umpire and mgrs, then it is unlimited runs until 3 outs are made.  

The half way base running rule applies if an infielder has control of the ball in the infield.

 

D.  Pitching Rules

Pitching when done by coach from pitching rubber without arc (arc defined as no more than 1 ft above batters head). Batters receive 6 pitches; the batter is either out or puts the ball in play.

Players may pitch in innings predetermined by the managers; no one pitcher may pitch more than 2 innings per game.

Umpires will call balls and strikes during player pitched innings.

If the current pitcher walks 4 total batters, the coach will resume pitching until the end of the inning.

 

E.  Base Running Rules

Base runners must stay on base until contact is made with ball. If the base runner leaves the base on a missed or no swing, the umpire can call the base runner out.

Runners may not advance on an overthrow from one INFIELDER/OUTFIELDER to another INFIELDER. If a base runner is hit by a batted ball, they will only be considered out if the fielders have not had a chance to make a play on the ball before the runner was hit. IE, If the infield is playing back behind the runner and the runner is hit by the batted ball, then runner is out.  If the fielders are playing up and the ball passes the fielders and hits the runner, then the runner is not out and play continues.  Again, this will be a judgment call by the umpire, and will not be disputed.
